[BUG] Invalid phone number marked as valid

Long phone number are considered valid while the original libphonenumber implementation properly flags them as invalid.

The thing is long phone number can be valid under some situations, in some countries.

I have to look into it.

But given the divergence from libphonenumber is is definitely a problem.
