Dashboard Repo

Unless there are any objections, I'm going to create a repo here to store the dashboard project.

@abeisgreat @pendergast We could make the who-ocr organization be a paid account and have private repos, if that's desired.

That might be a good idea, it's cheap and that way we'd have a good platform to collaborate on.

The idea of sending zips back and forth seems way too slow.
