Moving to /ebola repo

@pendergast Based on how we're managing the public portal, I've created a new repo in the who-ocr account called /ebola: https://github.com/who-ocr/ebola. I've moved the code and deployed the site on the gh-pages branch. This is live at this url: https://who-ocr.github.io/ebola/. We'll move tracking any work related to the code to that repo and issue tracker.

If you want to run locally, you requirements are listed out the in readme: https://github.com/who-ocr/ebola#who-ocr-ebola-portal.
