xfd: should not follow redirects when creating AFD pages #1922

If Wikipedia:Requests for deletion/Foo exists and redirects to Wikipedia:Requests for deletion/Bar, and you try to AFD Foo, Twinkle currently writes the AFD at Wikipedia:Requests for deletion/Bar (2nd nomination)

I think this is unintuitive. I think the AFD page created should instead be Wikipedia:Requests for deletion/Foo (2nd nomination).

We should turn off redirect link following for AFD pages. It's probably a parameter we can pass to Morebits.
