Use the GitHub discussion actions to automatically post daily GPML sync reports as discussion comments

From a conversation with @egonw about keeping track of workflow results.

The Create Discussion Comment action could be used to start monthly discussion threads on this repository where the actions bot posts a daily report or list of the GPML sync results as a comment.

The idea would be to have all GPML sync works of the month be stored as discussion threads.

Is this a feature you would like to see some work on? If so, what would be the preferred post format and frequency?

A changelog for the monthly releases would be fantastic. I would not pursue a summary of the daily sync at this time, since we're ditching that soon. Either based on on_gpml_change action runs or just mining the git log monthly would probably work better.

Relatedly, we already receive email reports on each action run.
