It looks the problem was that when I copied that install.bat, RDPApps.reg, NetProfileCleanup.ps1
it didn't copy the actual raw version. It included html tags in it because I saved the link but it saved it as an html page but with the correct filename and extension.

Also, I ran into an issue with freerdp afterwards. It seems like I needed Windows Professional and not Windows Home in order to use Windows as a Remote Desktop host, so I changed windows 10 home to windows 10 professional.
