Improve viewport navigation in the designer. #2831

Description
When in the designer sometimes you have to "zoom in" to work on a particular detail and then need to scroll in the view.
Having to wrangle with the scrollbars is counterintuitive at times and may different pieces of design software let the user scroll with the mouse.
I am proposing to add a feature where the user can hold COMMAND/CTRL and then perform a drag operation to move the viewport in the designer.
If the user has any entities selected then:
- If the user clicks on a shape then the shape is selected (or removed from the selection)
- If the user clicks on "whitespace" then the viewport should drag as expected.
