Expand to quotes directly

I would like to add a shortcut to expand directly to quotes.
Is it possible?
Can you tell me how?

Eg I have this code
`<div class="btn btn-block btn-a|rrow"></div>`
and "|" means cursor position (in arrow word)
and let's say I want to press CTRL+Q and it should highlight whole `btn btn-block btn-arrow`
