fix: update osu-framework submodule to existing commit 9a2589e9a

The previous commit (ccfd15ad) was force-pushed away from the
copilot/fix-apk-crash-on-start branch. Update to the current tip
(9a2589e9a) which includes: DrawFrame try/finally crash fix,
winnerspiros/veldrid-spirv 1.0.15-gb268bf39ea, null-forgiving fix
for crossResult.Reflection, and local-packages .gitignore exception.
