Winter version wip/1.3

Running artisan show deprecated warnings on :

PHP Deprecated:  System\Classes\MarkupManager::makeBaseTwigEnvironment(): 
Implicitly marking parameter $loader as nullable is deprecated, the explicit nullable type must be used instead in 
/home/.../modules/system/classes/MarkupManager.php on line 55

and

PHP Deprecated:  System\Console\PluginRollback::suggestVersionValues(): 
Implicitly marking parameter $value as nullable is deprecated, the explicit nullable type must be used instead in
