Txp article template

Provide a structural template in the bundle that can easily be referred to and/or copied as a start for new draft articles destined for publication in Textpattern CMS. This would provide the base Textile markup, as well relevant txp tags.

I can only think of two ways of doing this:

First, as a text file in the bundle's settings directory at /Settings/templates/article.txt. People could then edit the file as they wanted.

Or as a menu command that would insert the contexts of the file in a new .textile article, where it can then be edited on a case-by-case basis for every article.

I can do the first, but I don't know how to do the second, which would be ideal
