Default Pull Request template for SDK repositories

Proposal

Right now there is no default pull request template. It may complicate first contributions by newcomers and also create different expectations about a Definition of Done for pull requests

Examples:

• PR naming guidelines for changelogs/etc
• Checklist for contributors (e.g. what to do with tests and documentation for patches)
• Guidelines about CLA / DCO
• Any additional tips for contributors

Reference any relevant documentation, other materials or issues/pull requests that can be used for inspiration.
