Switch publishing from the Maven Central Staging API to the new implementation

Proposal

As announced in June 2025, |Maven Central Staging API is a temporary compatibility solution. https://cookbook.gradle.org/integrations/maven-central/publishing/ lists longer term solutions, including switching to new APIs and a plugin that supports publishing with them .

Ideally, I would like to switch to the new APIs and adopt https://github.com/vanniktech/gradle-maven-publish-plugin in this convention plugin. To do that, we will likely need to coordinate bulk migration of the extensions at once with @leeturner @Mahoney @tomakehurst

We're already using this plugin for WireMock core, so definitely a good idea to port the convention plugin to it.

I suggest we do the following:

• Update the convention plugin as you suggest - are you OK to raise this PR?
• Update the gRPC extension to use the latest version of the convention plugin and then release it to test that all is OK
• Update other extensions in the same way as/when we want to release other changes.

Yes, sounds good to me. I was about doing it anyway, especially since I have another patch from a GSoC contributor that I would like to try out.
