Add est's PCE CD-ROM² example

In the Wiz Discord, est wrote a CD-ROM² program for the PC Engine. We should add a CD-ROM hello world to the PCE codebase, using the example code provided:

Other follow-up:

• Maybe we could potentially streamline some of the process if we could make Wiz support PCE CD as a target format? (If it's possible to make the workflow a bit easier and have some basic details automatically filled in.)
• For that matter, it would be neat for the common folder to have a listing of PCE CD-ROM² BIOS functions, similar to what's there for the MSX BIOS.
