Level 2 boundary is missing for Al Dammam district

Probably this error comes from gadm error in 4.x (error in level0, level1, level2). In gadm 3.6 no error in level0 and level1 (3.6 doen't have level2 for SAU)

Bad licensing also for SAU ADM0, ADM1 (Open Data Commons Open Database License 1.0) and ADM2 (Creative Commons Attribution-ShareAlike 2.0), source for all is open street map which we cannot use, so entire country needs to be re-done.

Update, found usable sources for ADM0 and ADM1. However that is not related to the specific problem of this issue at all and, as of yet, only dead ends searching for ADM2 data with good licensing. Still working on it.
