New topic required for SAREP

SAREP is the name of the code for reporting synoptic interpretation of cloud data obtained by a meteorological satellite, which is compliant with the specifications of FM 85–IX Ext. SAREP.

Currently, there is no Topic Hierarchy for SAREP data. I guess we could use the high-level categories as follows, but do we need to define some sub-discipline topics?
