Support for several responsible organizations per observation #46
Description
Motivation
The field "Organisation" in the deployment is currently not supported by the OSCAR/Surface parser. This prevents both assignment as well as export of one or more responsible organizations on the level of observation (OM_Observation, deployment). This information is needed by at least one data archive, namely WDCGG, and is also part of the current WMDR model via om:metadata/MD_Metadata/contact.

Proposal
The requirement can be satisfied by instructing parsers to interpret the element observation/metadata/MD_Metadata/contact whereby the value of the rolecode=Owner and the value of the organisation is provided with the element CI_ResponsibleParty/organisationName. The proposed specification, section 6.2.6 does not need a change in the UML model, and hence the WMDR XSD. It is also forward-compatible with in as far as the MD_Metadata link is stable in the OM_Observation model. The CR can be implemented in OSCAR/Surface for release 1.8 intended for delivery end of May.
