Failed to fill whole buffer

Describe the bug
Using version 0.9.2, opening the file show "Failed to fill whole buffer", see the screenshot and sample file.

To Reproduce
Steps to reproduce the behavior:

1. Open the file either dragging or next image.

Expected behavior
Able to view the image.

Thanks for reporting this! Just to make sure, this image is just a black bar correct? I wasn't able to get this image to work on the other image viewers I usually test with either (tev and imv), I was only able to get this to open on Preview in macOS and wanted to make sure this image displayed correctly.

I've opened an issue upstream at image-rs/image-tiff#331.
