This is a bit janky: https://github.com/wolfi-dev/os/blob/6d7a58e02661d1fcafbaec4c175b706a842820a1/.github/workflows/withdraw-packages.yaml#L31-L36

It would be great to have a setup-wolfictl action that installs wolfictl instead.
