Design considerations:

There are a few minor alterations I’d like to make to what I proposed in milestone 1.

• Update the empty state graphics to match the text below better.
• Use the disabled button text to suggest what’s required to enable them. #14558
• Revise the look of the hazmat button and the selected package. We generally use outlines to convey tappable elements; the chosen package is more of an indicator, so the grey background feels more appropriate for it. #14579 However, you should still be able to edit the selected package by tapping the box – not just the edit pen icon. #14576
• When you’re editing a package, let’s change the CTA text to show that we know the difference between adding something new and changing something already selected. #14558
