Handle properly network error during fetching list of tags

Steps to reproduce the behavior:

1. Go to a product
2. Click on "add details"
3. Disable the internet on a device
4. Click on Tags
5. Notice that "add your first tag" screen visible, instead of "error state"

Expected
An error screen should be visible
