Describe the bug
The top button on the empty site screen is not functioning.
To Reproduce
Steps to reproduce the behavior:
- Have an account with no sites.
- Launch the app.
- Enter one of your store addresses in the login flow.
- Log in using your WordPress account that has no sites.

Expected behavior
The button’s icon should display a “?” and open the help center when tapped.
Isolating the problem (mark completed items with an [x]):
- I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
- This bug happens with a default WordPress theme active, or Storefront.
- I can reproduce this bug consistently using the steps above.
