[TTP] Investigate TTP education may not be presented when software update is started in some cases #15027

Analytics have revealed that there's at least one case where the user hasn't been presented with Tap to Pay education after the Terms of Service were accepted.

The data also shows software update was initiated after ToS acceptance which could be related.

Check the data again and look at possible code paths that could lead to this result.
