[Woo POS] Show POS entry point for stores which can become eligible

Description

We currently hide the POS entry point for ineligible stores.

We would like to make the POS entry point explain to users what they needed to do if they don't meet the eligibility criteria.

E.g. if you're ineligible because you've got an old version of WooCommerce, we'd show another view in place of the POS entry point in the hub menu saying "Upgrade your site to the latest WooCommerce to use Point of Sale".

Eligibility reasons include:

• Minimum iOS version 17.0
• US or GB store address
• USD or GBP currency
• Minimum WooCommerce version 9.6.0
• Using a tablet.

Some of the reasons are impractical for a merchant to resolve – e.g. they're not going to move their store country to get POS.
