[Shipping Labels] Incorrect state of verified address

After verifying the destination address, I removed the name from the Order Details screen. When I reopened the Shipping Label screen, the sheet peek view displayed an “Address verified” label. If the address is incomplete, we should always display a “Missing information” label instead.
