Add a cross for dismiss the WCShip installation banner in the Order Detail

As part of the implementation of the WCShip installation banner, implemented in the Order Detail #6914 we should implement a way (a cross in the top right corner) for dismissing the banner, and we should also store locally that the user dismissed the banner.

This is just a reference to the implementation. For the final design, take a look at Figma.
