New settings row to install WCShip plugin

Onboarding shipping labels M1 will provide a new settings option to install WC Shipping plugin directly from the app. This new settings option will only be displayed under the following conditions:

• The store is located in US.
• The currency is USD.

And depending on the current state the WC Shipping plugin: Uninstalled/Installed/Active the settings row will navigate to a different screen

Additionally, if WC Shipping plugin is installed but not active a new screen to trigger the #7008 will be displayed:

Hey @pmusolino just letting you know there were some additional adjustments to the new settings row. I've created a new Android issue with the new screens needed. Feel free to update this issue or create a new one for it.
