Description

This PR enables the feature flag for local catalog, ready for release.

Test Steps

Check that you can run the app and open POS with a Local Catalog store (note that you still need to set the version to 23.8 to pass the remote check, for the moment.)

  • I have considered if this change warrants user-facing release notes and have added them to RELEASE-NOTES.txt if necessary.
