Subscriber users are not added to the subscriber tab

Under "People", trying to add a new user as a subscriber will be added to the "Users" tab, but not to the "Subscribers" tab.
I believe the reason is that the "Subscribers" tab only includes users added through Jetpack's email marketing, while under the user list, the user is added as a "Subscriber," but does not belong to the email marketing list. The problem seems to have emerged around six months ago. According to a user, it wasn't like this before.

In Android, there are 3 different tabs:

• Team
• Subscribers
• Email Subscribers

and it's possible to add users as Subscribers or Email Subscribers.
