Zendesk Issue site categorization is incorrect

Description

We have a report of sites in Zendesk not being categorized correctly (pcdRpT-7mf-p2) – this is probably related to this code. Just because a site isn't Jetpack doesn't mean it's not hosted at WP.com!

Step-by-step reproduction instructions

1. View a WP.com simple site
2. Open a support request
3. That support request will have the selected_site_self_hosted tag, and that's not right.
