Implement modidy_note workflow using pydantic forms npm module.

In order to get more feedback quickly and to set something up that we can use for gradually migrating to pydantic-forms-ui implement the pydanticforms-ui npm package to run modify note workflows. The modify_note workflow only uses a textArea field.

This task has the following parts
[] Use pydanticforms-ui for modify_note workflows only. Keep using uniforms for everything else.
[] Use it only in the SURF version, dont add it to the OS version
[] Implement surf specific form layout
[] Implement surf specific textArea field
