For npm projects, there are setup steps required for setting npm during the CI/Publish pipelines. They can be centralized and reused across our other proejcts.

Identify whether wl-openapi-typescript/.github/actions/setup/action.yml at main · gsoft-inc/wl-openapi-typescript can be moved to the shared repo for workflows
