Fury warrior reforges mastery, disregarding statweights

Describe the bug
With Thoks tailtip trinket equipped, despite even going to extremes with stat values(crit=15.00, mastery=1.0) it reforges out of crit and into mastery.

To Reproduce
Steps to reproduce the behavior:

1. Go to fury warrior
2. Put on thoks tailtip
3. check statweights to be crit heavy as expected
4. suggest reforge
5. ??? mastery

Expected behavior
It should still reforge heavily into crit as we are still a bit away from crit cap.

This set, with thoks tailtip it goes heavily into mastery, if that is swapped to talisman of rage, it goes heavily into crit again
