Flat rate shipping settings revision request

The flat rate shipping settings need to be revised. "Continental 48 States" should be changed to "Lower 48 States" and "All 50 States" should be changed to read "Hawaii and Alaska". It would be helpful to have an addition to the target market choices "Lower 48 states" or "USA excluding Hawaii and Alaska".

This set up is confusing to customers at check out. Also if they choose their state of HI or AK, it should not let them select the shipping rate. It should apply the rate automatically. There is nothing from stopping them from selecting the cheaper rate.

Making any changes like that is beyond my experience level. I will leave that up to someone else. I just came across this issue because I was trying to limit customers to the lower 48 states. I changed the settings to see what would happen and realized this needs to be reworked. For people outside the US it might not be as clear. I am in the US and this is confusing to me and customers.
