Apply freeshiping before coupons

I'm not sure if this is a bug, when "Free Shipping Discount" is active, and apply a coupon, the subtotal for "freeshipping" is calculate without coupon amount.

example:

Free Shipping Amount: $ 2200

Subtotal products: $ 2500
Coupon Discount: $ 350 (Fix)
Total: $ 2150

I this case, the freeshipping should not apply

This seems like it might be a matter of personal opinion. I agree that if someone's total after coupons is less than the free shipping amount then they should not get free shipping, but we need to make sure that if it changes we're not breaking other people's expectations.

I'll look at the history of how this was set up and see if I can find any discussion around it.
