Coupons and Tev2 issue

Just tested on TeV2 and a coupon for free shipping. The coupon shows as beying applied in the cart totals but the Total amount does not subtract the coupon amount. Customer is still charged the full amount.

Also at the curent state on tev2 you can only apply a coupon on the first /cart/ step.
The coupon input is present on the rest of the pages but its not "working"
Should we alow coupons to be entered on all steps of the checkout process (if so make sure they work) if not remove the inputs from the pages we don't need them

Re the coupon inputs i believe we already decided we should allow on all pages here
