What to keep in the WP Accessibility Handbook and what to move to the WP Accessibility Knowledge Base

The information in the handbook needs to be devided into

• WP Accessibility Handbook: information about the Accessibility Team and requirements for WP. This is the current handbook.
• WP Accessibility Knowledge Base: information about accessibility.

Move to the WP Accessibility Knowledge Base out of the handbook

All content needs to be re-organised and rewritten.
We also need to find a way to properly redirect the old content to new info, see issue wpaccessibility/accessibility-team-handbook#2

This looks good as a break down of where content should go. I think that the dedicated page for WP Accessibility should go away and just be added to the accessibility plugins page. Represented plugins should all be equal.

I'd also change that section from 'Tools' to 'Resources'; that seems more appropriate.
