FRC roboRIO Imagining Tool - Setting Team Number

Describe the bug
FRC roboRIO Imagining Tool - Version 25.0d6 can't set team number.
We've tried to reinstall, run as admin, etc, no change.
Team number setter from the WPILib Tools does still work.

To Reproduce
Steps to reproduce the behavior:

1. Flash SD Card
2. Type in Team Number
3. Hit Apply
