Systemcore compiler needs to set __FRC_SYSTEMCORE__ macro

Looking at the other issue, it seems that Thad says there isn't actually a systemcore specific compiler -- so right now native-utils sets __FRC_SYSTEMCORE__... but now that means robotpy, cmake, bazel all need to set it. Better to have a compiler that does it automatically.
