Test on Linux aarch64

GitHub Actions has Ubuntu ARM64 runners these days. It should be possible to stop doing Canadian builds for the ARM64 host toolchains and test the toolchains in CI.

I did some work towards this a while ago and it worked pretty easily. We should probably make an arm64 bookworm opensdk docker image to build in?
