I'm not sure. The installation also worked for me under LibreOffice 26.2.
I would recommend deleting the private extension path and then reinstalling WritingTool. However, this will probably also delete other installed extensions.
You can find the path here on Windows: C:\Users\YOUR_USERNAME\AppData\Roaming\LibreOffice\4\user\extensions
