[Feature/Improvement] Implement configuration changes required for guardrails #4025
Description
Current Limitation
The enforcement of Semantic Prompt Guard, Azure Content Safety, and AWS Bedrock Guardrail policies is currently limited due to the absence of necessary configuration support and corresponding implementations for Embedding Providers and Guardrail Providers.
Suggested Improvement
Introduce the required provider configurations and implement the corresponding Embedding and Guardrail Providers to enable full support for the aforementioned policy types.
