HTTP service cannot add listener on keyboard shortcut

Description

This is observed while doing wso2/product-ballerina-integrator#417 VPAT report for BI

Steps to Reproduce

1. Go to the wizard to create HTTP service
2. Go to the Listeners using tab key. From the drop down select Listeners.But the next wizard is not popping up. If the listener is not added the create button become unresponsive and does not go to the next page or does not give an error.
