Missing details on configuring IS6 as KM

Description

The doc [1] doesn't contain the information regarding the following configurations:

• Enable admin user as the owner of created OAuth applications
• Enable application scopes for Oauth applications

We have to mention that "Enable admin user as the owner of created OAuth applications" has to be enabled if the application owner users are not created in IS side.

Steps to Reproduce

1. Setup IS6 as KM by following the above mentioned doc
2. In devportal, create a new user through self-signup
3. Try generating OAuth keys.
