Self registration with SMS notification channel for a tenant user

Description:
When configuring doing self-registration with SMS notification to a tenant user we should add publisher for the tenant as well. The publisher is a custom publisher added by each tenant
so by default at tenant creation this publisher will not be added to the tenant. This information is missing in [1]
