wrapper.conf configuration should be updated to support JDK 11

For the wso2/product-is#6194 wrapper.conf is updated and the supported yajsw stable version is now 12.14.

• The supported yajsw has to be 12.14
• 'Minimal wrapper.conf configuration' has to be updated with https://github.com/wso2/carbon-kernel/blob/4.5.x/distribution/kernel/carbon-home/bin/yajsw/wrapper.conf
