[OB4] Authorization flow fails for SPs created via IS Console due to missing 'regulatory' property

When a Service Provider is created directly through the WSO2 Identity Server Management Console (instead of the Dynamic Client Registration (DCR) endpoint or APIM Dev Portal), the mandatory regulatory metadata (for OB) is not populated. This leads to a validation failure during the authorization request because the OB Accelerator expects the regulatory property to be present in the SP_METADATA table.
