Aggregated changelog support with changesets

We have integrated changesets with workspace protocol for releasing oxygen-ui packages instead of using the release-it package via [1]. However, now the releases are not performed in an aggregated manner as it is not yet supported in changesets. Therefore all the packages (primitives, icons, logger` etc.) are released separately instead of releasing a single changelog.

Describe the improvement
The separate releases should be aggregated to a single changelog. This will require either a custom implementation from our end or an implementation from the changesets end (which is the best case).

This request is open since 2022, i don't think they will work it. There are two open PRs since then:

• feat: adds option to generate global changelog changesets/changesets#1525
• Support "aggregate" mode in createGithubReleases config flag changesets/action#193

In fact, the project is pretty dead like most other open source projects, read here. There is also a v3 discussion stuck in 2024.
