When there are more than 100 roles, most of the roles are not appear in the dropdown list in permission tab in registry resource

Steps to reproduce:

• Have a user store with 100+ (with MaxRoleNameListLength set to 100 in user-mgt.xml)
• Go to registry in management console
• Choose a resource or a collection
• Expand permissions section
• Roles list shows 100 roles only, and we cannot add any role that's not listed in there

I experience the same problem in Governance Registry 5.4.0 still
