[IS 7.1.0] Custom Cookie policy URL is not honoured when using branding feature

Description

When a custom cookie policy URL is configured via the branding feature (either through the UI or API), it currently does not appear on the cookie banner on the login page. Instead, the default cookie policy URL is still being displayed.

Steps to Reproduce

1. Add a custom cookie policy URL for the organisation through the branding feature(UI or API).
2. Go to the login page and view the cookie policy URL.
